I've followed the instruction and has run the command in 'Terminal', but still it says, that the file is damaged.

What is output to the terminal after you run the xattr command?
xattr
There is no output.
Does it make a difference if you prefix the xattr command with "sudo"? So it looks like:
sudo xattr com....
The same result
And in Ventura I'm not able to find out where to say 'Install anyway'
... Tried again with the right path, and now it works.
